Notice is hereby given that the City of West Linn, will receive sealed proposals until 2:00 p.m. May 8, 2024 in the Office of Finance, Utility Billing Division, 22500 Salamo Road, West Linn, Oregon 97068 for the following:

 

METER READING SERVICES

CITY OF WEST LINN, OREGON

 

The City of West Linn is seeking sealed proposals from experienced firms to provide quality meter reading services.

All sealed proposals for Meter Reading Services must be received electronically via email to the Finance Director, Lauren Breithaupt, at lbreithaupt@westlinnoregon.gov 2:00 PM, Wednesday, May 8, 2024. No late responses, incomplete responses, hardcopy, or faxed materials will be accepted. Proposals shall be clearly marked “West Linn Meter Reading Services”. Proposals shall be valid for sixty (60) days following the proposal opening.

The solicitation document may be downloaded and/or reviewed at no cost through the City of West Linn’s website at https://bids.westlinnoregon.gov/. To receive access to detailed project documents and any future addenda for this project, your company must be registered within the City’s bid management website and added to the planholders list. Questions may also be submitted through the website.

The City may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all proposals upon determination of the City it is in the public interest to do so. Proposers are required to certify non-discrimination in employment practices, and identify resident status as defined in ORS 279A.120. Pre-qualification of proposers is not required. All proposers are required to comply with provisions of Oregon Revised Statutes and the City’s Local Contract Review Board (LCRB) Rules.

19. (General) Is the current metering related hardware deployed in the field considered as “proprietary” that would dictate which manual meter reading system must be provided for the purposes of this contract (e.g. Neptune “R900” series RF technology / meters which only Neptune’s system can capture said reads)? If yes, please provide details.
No. the current metering related hardware deployed in the field is not considered “proprietary” and does not dictate which manual meter reading system must be provided for the purposes of this contract.
7. (Ref: pg. 7, “meter_reading_services_rfp_2024” / Section 2.1 Project Scope / Rules & Procedures / Item 3) In addition to the allowable 5 non-read and/or read errors per month, is there an allowable read error percentage ratio that applies prior to the Contractor being charged for read errors (e.g. Industry Standard “1 allowable read error per every 1,000 meter readings”)?
There is currently not an allowable read error percentage ratio in addition to the 5 non-read errors per month. Final details of Scope of Work and allowable errors will be addressed during final contract negotiations.
15. (General) Is the Contractor required to provide a bond(s) for the purposes of this contract (e.g. bid bond, performance and/or payment bond)? If yes, please provide details regarding the bond requirements and associated value of said bonds (e.g. performance bond required for 100% value of the contract).
The Contractor is not required to provide a bond(s) for the purposes of this contract.
13. (General) Do prevailing wage requirements apply for the purposes of this contract (ref: Davis-Bacon Act)?
Prevailing wage requirements do not apply to this contract.
31. (General) Is the current meter reading route sequencing structure, as maintained by the City, considered as efficient allowing for optimal in-field productivity (e.g. contiguous, “premise-to-premise” with no skips and minimal “dead walks”/downtime)? If no, please provide associated details.
While the current meter route has efficiencies in it's sequencing structure, it is not completely optimized and contains skips.
