CITY OF WEST LINN, OREGON

HISTORIC CITY HALL RENOVATION – REGIONAL CULTURAL/TOURISM CENTER (BD-18-32)

Bids due 2:00 PM, November 15, 2023

Sealed bids for Historic City Hall Renovation -Regional Cultural/Tourism Center will be received by Dylan Digby, Assistant to the City Manager, at West Linn City Hall, 22500 Salamo Road, West Linn, Oregon, 97068 until 2:00 PM, Wednesday, November 15, 2023 when bids shall be publicly opened and read. Bids received after 2:00 PM on said day will not be considered. First Tier Subcontractor Disclosure forms shall be submitted not later than 4:00 PM on the same day. Bids shall be clearly marked “Historic City Hall Renovation -Regional Cultural/Tourism Center (BD-18-32).” Bids shall be valid for sixty (60) days following bid opening. A mandatory pre-bid meeting will be held on Monday, October 23, 2023 at 9:00am or October 25, 2023 at 10am. Statements made by the City’s representatives at the pre-bid meeting are not binding upon the City unless confirmed by written addendum. This project is a public works project subject to ORS 279C.800 to 279C.870.

This project generally consists of interior tenant improvements to an existing historic two-story office building, including ADA improvement and wall reconfiguration. Exterior modifications, including stairs, awnings and modifications to storefronts and windows.

The project plans, specifications and contract provisions may be reviewed at no cost through the City of West Linn’s website at http://bids.westlinnoregon.gov/  or paper copies may be obtained through the City of West Linn Parks Department at 22500 Salamo Road, West Linn, (503)722-5500, at a cost of $100.00 per set with advance notice. If you wish to receive any future addendums for this project please login to the City’s bid management website and add your company to the plan holders list. Questions must also be submitted through the website.

The City shall consider no bid unless the bidder is registered with the Oregon Construction Contractor Board and the bidder has complied with all prescribed public bidding procedures and requirements. The City of West Linn reserves the right to reject any or all bids, to postpone the award for 90 days, to delete certain items from the proposal, and to award the contract to the lowest responsive, responsible bidder.

Pre-bid meeting location is Historic City Hall, 22825 Willamette Dr., West Linn, OR Yes, bid bond and performance bonds are required. Forms are included in the Invitation to Bid, page 26 and 31
Yes, the First Tier Subcontractor Disclosure Form is required at time of bid or within 2 hours of the bid submittal.
There is not an exact date, but this contract is expected to be approved by Council in December with construction work to begin in early 2024.
No, there is not an updated engineer’s estimate available.
The mechanical drawings are on the bid website as a separate attachment. The specifications are as provided in the plan sheets, including A6.1 and A6.2, and as noted in the bid documents (specifically on page 11), including references to the City’s Public Works Standards, Oregon Structural Specialty Code, Oregon Energy Efficiency Specialty Code, Oregon Plumbing Specialty Code, Standards for Treatment of Historic Properties, and current preservation briefs published by the National Park Service.
There was a minor error on the last line of the Affadavit of Compliance with Tax Laws (pg 30). This error has been corrected in the Invitation to Bid Document.
1. No, all structural work is included in the architectural drawings. 2. $ 1.7- 2 Million is the current engineers estimate. 3. An Asbestos Report has been added to the bid documents. 4. These dates are identified in the bid package. Council approval of the contract is expected in December with work to start in early 2024. Completion is 240 days after notice to proceed. 5. All parking stalls are new and shall have pavement markings.
