CITY OF WEST LINN, OREGON

10th St. Corridor Improvement Project (PW-23-03)

 

Sealed bids for the City of West Linn 2023 Road Program will be received at West Linn City Hall, 22500 Salamo Road, West Linn, Oregon, 97068 until 2:00 PM, March 1, 2023. Bids received shall be publicly opened and read immediately following the closed bid period. Bids received after 2:00 PM on March 1, 2023 will not be considered. First Tier Subcontractor Disclosure forms shall be delivered to City Hall no later than 4:00 PM on the same day. Bids shall be clearly marked “10th St. Corridor Project (PW-23-03)”. Bids shall be valid for sixty (60) days following bid opening. This project is a public works project subject to ORS 279C.800 to 279C.870.

This project will tie into the recently constructed streetscape improvements along Willamette Falls Dr.  The project includes construction of a mini-roundabout at the Willamette Falls Dr./10th Street intersection, protected intersection at the 10th Street/8th Ave intersection, and a multi-use path along Salamo Rd. The project is to be completed in 2023. The engineer’s estimate for the projects is between $4.0 and $5.0 Million.

The project plans, specifications and contract provisions may be reviewed at no cost through the City of West Linn’s website at http://bids.westlinnoregon.gov/ .  Prospective bidders much be registered with the City’s bid management website and be added to the plan holders list to access bid materials. All future addendums will be issued through the bid management system. Questions are to be submitted through the bid management site.

The City shall consider no bid unless the bidder is registered with the Oregon Construction Contractor Board and the bidder has complied with all prescribed public bidding procedures and requirements. The City of West Linn reserves the right to reject any or all bids, to postpone the award for 90 days, to delete certain items from the proposal, and to award the contract to the lowest responsive, responsible bidder.

Outdoor Construction Work hours apply per item 27 of the Standard Terms and Conditions with the exception of night work as specified in the contract plans.
All work that impacts the intersection of 10th Street/Salamo Rd that requires a signal shut down will require night work. The existing signals at the I-205 Southbound On/Off Ramp and at the 10th Street Salamo intersection operate on one controller requiring work to be done at night.
Yes, bid item #39 will be changed to reference "Aramid Fibers" rather than only "Forta-Fi Fibers".
Possibly, the exact number of vaults and type will depend on the final PGE plan for the Salamo Road underground work.
The underground plans are not yet finalized but will be provided to the awarded contractor.
PGE conduit and vaults are the responsibility of the City's contractor. Other communication providers will have access to the joint (common) trench but will install their own facilities.
